Can i set my iphone 4 to never allow background apps to run?

I'm about to get an iphone 4s and i know that i'm gonna have issues with battery life and data so is there a setting that will completely close all aps once i exit them?

There's no setting for that, but if you're on the home page and you double click really fast, you can close all apps (by swiping them up and off the screen) that you previously had open, which saves battery.

Because you're about to get an iPhone 4s, I assume that iOS 7 will be preloaded.

1. Go to Settings.
2. Go to General.
3. Go to Background App Refresh.
4. Turn off background app refresh by un-toggling the green switch nearest to the top.
5. Go back to Settings homepage.
6. Go to Privacy.
7. Make sure Location Services is turned off.
8. Swipe up from the bottom of the display. Make sure Bluetooth (top row, middle icon) is turned off.
9. Go back to Settings homepage.
10. Tap on "iTunes & App Store."
11. Turn off all automatic downloads. Also turn off "Use Cellular Data."
12. Get in the habit of regularly double clicking the home button. Swipe up on each app screen to close the app. Forcing close apps like this conserves battery life tremendously.
