Try regular retail store web sites. They always have a used product section. Something that was used and returned because they didn't like it or because it had a small scratch. Or post an add on craigs list asking for a iPhone 4.
Depends who your dealer is, if you have the same company as me (Sprint) i think you can get it for free to 0.96 cents. I'm not exactly sure because if you live somewhere else it may very in pricing.
