Does eBay Vero Items Based on the Title and Description or Based on the Picture?

People that have an image of a counterfeit lifeproof case but in the title just say waterproof generic iphone case never get there listings taken down. Will they not get caught if they don't say lifeproof anywhere but put a picture of the case?

Vero users often scan through the listings themselves searching for fakes. If a photo shows it's a fake they are going to see it. Many users also report listings as well.

It can be based upon the pictures or the description. As of July one seller can't use stock photos they must use a picture of the item offered for sale.
