Does T-mobile make you get a data plan if you pay full price upfront for an iphone?

Say if I buy the full price of the new iphone upfront, will they make me get a data plan? I heard AT&T does but T-mobile doesn't. Also is there anyway to put a sim card from a dumphone into the iphone? And also, I heard there were pre-paid plans that have unlimited text, calls, and web for only $20 a month there. How does that work? All suggestions appreciated, please help.
