If you get it on a plan, through a mobile carrier (Eg Telstra). You could also buy it outright and add your own sim. Be sure it's unlocked so you can use any sim you like.

In India Iphone 6 does not come with any SIM.

If you buy the unlocked version or the SIM-free version, it will not come with a SIM card. If you're signing up for contract and with a GSM carrier, it comes with a SIM card.

As the answers above suggest it all depends where you buy it so best to ask. Friend wanted to use Iphone 6 abroad with an international sim from Go Sim but it was locked by accident in a shop. He had to get it unlocked which is easier said than done if you are overseas.
