Does Walmart know if a returned item was stolen?

My stupid sister needed money badly so walked into walmart, grabbed an iphone charger, stuffed it in her purse and walked directly over to customer service to return the item for money. She told them she didn't have her receipt but could she still return it. They gave her $20 cash and asked for her i.d. This isn't the first time she's done this. Is she in danger of being arrested?

Walmart never give money back without a receipt, they only give store credit.

She is now in their database as a suspicious customer--that's what the ID was about. If she tries doing it again, she will likely be stopped, and possibly meet up with a not friendly security guard.

Common scam, there will be at time where she walks up to do that and they will have her cuffed and taken to jail. Especially with proof of history since they have her ID shown on all previous ones.
