Dropped iPhone 4 now not working?

Hi, I bought a second hand iPhone 4 (ios 6.1.3) from gumtree and dropped it after 3 days (Had a protective case and was fully working before dropped). The screen and glass suprisingly sound. It now doesn't turn on; it only turns on via usb cable. When it is switched on, it goes to apple logo then changes to the connect to itunes screen. I attempted restoring but ends up with "error 21".
I have no idea on what is wrong?

Try restarting your computer and switching USB ports. If not, try to use a different computer in your house (Usually works for me).
