Dropped iPhone 4s, won't turn on?
I dropped my iPhone 4s face down onto my tile floor. The phone won't turn on, even when I plug it into charge. I can't reset it, since the lock screen is broken (has been for months) is there anything I can do, without having to go to the apple store?

No you've broken the phone and the warranty should cover it. If the screen is broken though you will have to pay for that.
I technically would say to actually try dropping it again similarly to how it was dropped when it broke. It most likely will break it more, but I dropped mine once and it messed up the sound, but then it dropped again (accidentally, again), in a similar fashion and it was fixed.
Just do realize it's like a 1/100 shot that it could actually fix the phone:/
However, warranty should still cover it so you can call apple and they might have you send it to them and they'll send you a new one.

Everything was working fine until today when I installed a tweak. After the tweak installed I had to restart springboard, now it won't turn on. The apple logo pops up then goes away. I plugged it into my laptop and reset it but it's still doing the same thing.
