I would say at minimum old enough to pay the bill from a JOB, not their parents' charity.

I didn't even have a cellphone until I was 16 and driving and that was a flip phone I had to buy my first smart phone
There's no "how old" for this, the question itself is ridiculous, it is not a gun. If you are an adult, then as old as it takes to buy it and if you are a minor then as old as it takes to have your family give you one.
Reasonably age 16 but way to many parents just foolishly buy 13 year old's iPhones.
Old enough to be able to make use of it, which for most kids would probably be six years old or so. There's no minimum.
