How to activate an iPhone 4 without a Sim Card?

**My sim card reader is broken.

***I'm currently on iOS 6.1, Baseband 4.12.05

I can't use the phone, as a phone. But it would still be ok for pics, storage, iPod, etc.
So what I must do is Hacktivate the iPhone, or throw it away.

As with older methods of Hacktivation, I've tried jailbreaking first.
I've tried jailbreaking it with Evasi0n, and redsn0w. The device has to be already activated to be jailbroken currently with iOS 6.1. Even with the phone in Restore/DFU mode, the jailbreak software detects the phone has not been activated. RedSnow doesn't currently support iOS-6.1 anyway.

The sim reader is attached to the main board, so it's pretty much impossible for me to repair. (I'm not interested in paying for repair either)

**ALSO*** I have another phone on iOS-6.1, baseband 4.12.05.It has been locked by AT&T because it was lost, eventually it was found. When an unlock comes out for iOS-6.1 will this phone be usable on another network? Like tmobile. Or is it now permanently an iPod?

I know when a phone is lost, or contract unpaid on Sprint. Sprint/Verizon locks the ESN, but once the phone is properly unlocked from the sprint network it can be used on verizon no prob. There's a bunch like that for sale on eBay everyday.
