How do you activate an Iphone with no sim card without doing the whole call the police process?

You can't. You need an active simcard. It doesn't need to be yours though. Find anybody with an active sim for the carrier and put it in. This will open up the features and then you can take the sim and give it back to whoever you borrowed it from.
