The original owner can generally request an unlock [aka Unlatch] when the contract has expired, or sometimes before.
Otherwise, if it's active on an account or pre-pay service (with whatever provider it's locked to), they may be prepared to do the unlock free or for a moderate cost.
iphone unlocks are done by Apple - they send an update directly to that specific phone; there are no "codes" or any way unlocking other than it being processed by Apple.
You have to get a phone service provider to put the unlatch request through for you, and the provider must have a reasonable belief that it's your phone and you got it legally - eg. Either you bought it from them or have been actively using it on one of their SIMs for some time without any problems.
(That assumes you are talking about a SIM / provider restriction. If it's IMEI - serial number - is barred, it's a paperweight, it can never be activated again.)
Unless you have some contact in one of the carrier stores (preferably to the one it is locked to), not going to happen.
