Nope once its deleted its gon for good unless you backed up your iphone before you deleted the video
Not unless it's on photo stream or on your laptop or you've sent it to someone else and maybe it's still in your messages? I don't know how many times I've done this and lost fab photos and videos! Really sorry pal
