How to get photos that are in my icloud to download to my computers photo library?

After returning from a vacation where I took many pictures, I plugged my iPhone into my laptop in order to create space, as well as for organization purposes. When I opened the Photos app on my Mac, the only photos that were imported were the ones that I took AFTER my phone told me that my iCloud storage was full.

When I log into my account on the iCloud webpage I'm able to see my images that weren't transferring to Photos. However when I attempted to download the photos from my iCloud library to my Photos library, my laptop began saving them all to Finder rather than photos. It was making me name and accept the photos one at a time (I was attempting to download around 700 photos).

Please tell me there's a better way. I turned on my photo streaming but to me it seems like thats only functional going from photos to iCloud and not vice versa. Please tell my I do not have to begin paying for iCloud storage.
