How to stop this mobile cell number from calling me and also on how to find out who it belongs to?
I have been getting constant phone calls and them hanging up when ever I answer the number that I do not even know of. And I want to know who is the person that is calling me too and if there's a way to block the number from calling me.

Sounds like a prankster. Unfortunately, it's impossible to track a cellphone number due to it's mobile nature. What you can do is report the calls to http://www.callercenter.com and share the phone number to warn others. And who knows? That just might give that prankster a dose of his own medicine. With about 50 000 visitors on the website daily, let's see how that caller would feel when he gets a surge of anonymous calls, too.

If you have an iPhone-go to your recent calls, click the "i" next to their number and scroll all the way down and touch "block this caller". If you don't have an iPhone, google it how to block a # with the kind of phone you have. Or just call you cell phone carrier (T-Mobile, AT&T, Sprint, or whichever it is) and request to block that #.
Also, i know a website that you can hear the voicemail of the # calling you. Sometimes people make their own voicemail and say their name so here it is. http://www.spydialer.com/
It's not any bill collector or anything, just a private #. You can block it by logging onto your carrier's website. If you want to know who it is, try a reverse phone search on any of the people search web sites.
