The message won't be able to send and there will be a red exclamation point next to the message.
As far as I know iPhones only alert you if the message failed due to a problem with your phone (if you have no signal for example). If its just that the other person has no signal, then the message will be delivered to the network and from there delivered to the inbox when they next have a signal.
Your iPhone won't alert you to this.
