The phone that you found will be blacklisted soon so it's of no use to you. You can return it to the owner if possible or just keep it like that for a few days and see if anyone calls. You can return it that way.
If you mean icloud lock then you can't get around it. The owner has to clear it first.

Well first try to return it. If you can't find the owner, remove the SIM card and smash it. Then plug the phone into a computer with iTunes and reset it. Then stick your own SIM card in there. Hoped this helped
