Return it because it's basically useless unless you can get the iCloud password for it.
If you can get the lock removed from the original owner of the phone, do it. Otherwise, it will cost you to remove the lock and it's a hassle too without the assurance that the lock will be removed. If you're ready to take the chance, then you can. Mail me for more info if want to remove the iCloud Activation Lock.
Get the password from the original owner.

I don't know who the original owners are, or how to find them so there's no way to find the apple ID. Is there anyway i can bypass it? I don't want to have a useless phone:/
