Try hard shut downing it ( hold power and home button ) until you see the iTunes logo. Then plug it into your computer/laptop and restore it. After that everything will be deleted from the iPhone, plus the phone won't be locked any more and the iCloud will be gone. But still you gotta keep careful because it still could be reachable to them…
