I can't make or receive calls on my iPhone 4s?

Ok so I updated my phone to iOS 7.1.2 & it made me restore my phone. I lost everything except my photos in my photo stream & my contacts. I can receive & send text/iMessages. I can also receive FaceTime calls. But I can't receive or make regular phone calls. I even backed up & restored my phone again & still nothing.

Try to reopen you iPhone

Hold down the Power Button and the Home Button until the Apple logo appears. And this should help you out a lot!

It seems to be working properly but it keeps telling me it can't receive or make calls. It also won't let me text or get access to the internet. I can't receive calls or text or anything but i can connect to internet and i can download and play games… I've restarted my phone. I took out the sim and put it back sometimes i get reception when i restart but then i can't make calls or text or receive anything… help? Where can i get this fix? Do i need to change my sim?
