Sorry you can't put it back but the jailbreak people at evasi0n are working on a 6.1.3 jailbreak that will be out very soon. Keep checking various websites and remember Evasi0n is the way to go.
Nope thee is now way to downgrade a 4S on 6.1.3
and there's nobody working an a jailbreak for 6.1.3
the next jailbreak will be in 6 months or so after ios 7 is released.
