I have the Instagram video on my iPhone and it won't let me record what do I do?

I have a Instagram and I updated the new video that they have it showed me how to use it. But now it won't let me record. When I try to record it tells me to go to the iOS settings. I don't have that.

Try deleting and reinstalling the app.

There's some complicated editing I want to do and I couldn't do it on their apps to begin with.
