If you take it in to an ATT store, they should be able to help you with finding the owner.
Yeah you're doing the right thing to return it. I would simply take it to any AT&T store or even the Apple Store. However if you want it for yourself, you can simply remove the SIM card, put it in DFU mode and connect to iTunes on your computer and then restore it. Next, you should find out how to jailbreak it so it will be usable without a SIM card.
