I restored my iPhone now it won't activate?

I had a continuous restart issue so i restored my iphone to fix it. I went through all the steps till the activation process which the iTunes displayed a message that the iPhone won't activate please try later and i tried MILLION OF TIMES but still nothing changed what should i do?

Added (1). Its 3GS btw and its already jail broken
