Depends on the reason why it is not charging. You would need to take it to someone to diagnose the problem and they should tell you how much it would be to fix it.

It may just be a bad chord.

It might be your charger if it's old or it's probably the charging ports clogged up try cleaning the inside of it and see if it works

When buying an iPhone you get apple care or phone coverage through the store you bought it from EX: sprint, Verizon, but if you don't have the coverage over it yes it ca still be fixed but it will cost more money than you probably wanted to pay.

I'm only 13 so don't quote me on this, but I constantly do phone repairs and help my mum in her office so I'm fairly confident in stuff revolving around tech. It can be fixed. There are a few ways, but the most likely is just getting a new battery. You can also try heating it with a hair dryer but this has risks. Getting it repaired costs around $50 AUD because I'm Australian, but if you want to try i would recommend doing it yourself as it will only cost about $10-15 AUD.
