No. You only get Siri if you have an iPhone 4S or later. The iPhone 4 and earlier models doesn't have powerful enough hardware to handle Siri.

Nope, i have the 4 and you still get voice control, but if you download the update you can have new app designs. Beware though that the iphone gets slower.
