IPhone flashing green, blue and red?

I dropped my iPhone in the snow for about 10 seconds and I think some water might have seeped under the screen because there's a weird mark under the screen. I went to call my mom after I had put it in rice for about an hour, and it started flashing red, blue and green stripes on the screen. It won't turn off and the battery won't run out. How do I fix it? Can I?

Probably keep it in rice for at least a day without touching it, then if it still doesn't work it's probably internally damaged. You may be able to use your manufacturers warranty if you don't mention you dropped it in snow and if there's no obvious water damage or cracks. Also, before calling the company, maybe try holding the volume up button while hitting the power button for 30 seconds to see if it will shut off. (that worked with my HTC phone)
