You can't just get an iPhone by trading in your iPod. Your iPod isn't worth $649.
You can probably get some trade in credit but you'll still need to pay the difference.
If someone is willing to do that trade, then I would think so. Of course you'd have to be prepared with money since the 6s is worth more than the iPod touch.
