IMessage needs some form of Internet connection, if you don't have service (meaning no 3G/4G) then a Wi-Fi source will work. No internet connection = no iMessage
Wi-Fi works.
It works over celltower or Wi-Fi, so yes even without a msg plan it still works free over Wi-Fi.
