Yes, I had the 4 and just upgraded to the 5 and it's much better! The Siri is fantastic!
The answer is really up to you. It may be a better phone for hundreds of people, but unless the improvements matter to you, you'll be out £60 at the end of the year for no reason.
Of course, phone choice is down to personal preference and also down to how affordable the option is for you. If you feel like you can afford the extra outgoings every month then it is a great phone to choose from, and offers upgraded features from the 4 & 4S - for example, the camera in the iPhone 4 is 5mp, compared to the 8mp of the iPhone 5 which is great if you take a lot of photos.
The iPhone 5 is also 25g lighter than the iPhone 4 which is a considerable difference and makes it extremely easy to carry around and very comfortable to use with one hand.
However, it may not cost you too much more if you look around for deals. There are loads of great options to choose from, and some networks offer great value contracts which may mean you end up paying less than you think.
