Or is this just a scam to get more money?

I always see it anounced in an absolutely black device, such as this one: http://pective.com/m/iphone-5 I wonder whether, when you're going to buy one, you go to the apple store and buy the whole thing, or look for a Nokia or Sony smartphone and then go to the Apple website and buy and download the software into your device.
- Iphone screen hardware or software? I found this iphone 4s at a garage sale for a cheap price i picked it up the screen does not turn on but when you hold down the home button you can hear siri and the vibrations work i plugged it into itunes and could see everything and i ended up taking a screen shot and the screen is sideways (kinda like an ipad) i'm wondering if this is software or hardware will a full restore fix it or do i have to replace the screen?
