Take the battery and SIM card out of the phone. Set all those parts in a bowl of UNCOOKED rice and set the bowl in the sun for two days. Then wipe the parts down (dust from the rice grains), reassemble and hopefully turn it on.
Next time a phone gets water damage, DO NOT try to turn it on. Disassemble it immediately and follow that procedure.
