My iphone is locked in icloud?
I bought an iPhone 4s and the person who sold it to me didn't say anything about some icloud password and id. And now my phone is locked and i can't find the person cu sold me the phone. Any solutions? Can i unlocked it?

Yeah you're screwed if your phone is in iOS 7 and you can't contact the seller. You can't do anything, even reset / erase the phone, if you don't the the iCloud password. The only thing left for you is (maybe) to jailbreak the phone, there're lots of youtube vid show how to.
It is possible the phone was stolen, the person who sold the iPhone to you was not the owner. The owner locked the phone from iCloud.
Options you have:
1) Locate the person who sold you the phone and have them unlock it (assuming they were indeed the owner, that should be easy to unlock.
2) Call the police department and notify them that you were sold a stolen phone. This will not get the 4s unlocked.
Assuming the phone you bought was stolen, there's not much you can do to get it unlocked… Unless you speak with the person who had it stolen and they are willing to unlock it for you. Unlikely, but worth a shot.
3) Recycle the phone. When you buy a phone in the future, get it from a reputable dealer rather than "a person" you'll never see again. The goal is to reduce the market for stolen phones…
Look to the future… You buy a phone from a reputable dealer, your phone is stolen and sold to someone else. You lock the phone remotely because you are angry that someone stole your phone. Then what would you do? Get a new phone? Give the stolen phone to the new owner out of the goodness of your heart?

2. Last owner factory restored or if didn't restore it and you did. You or the previous owner didn't turn off "FIND MY IPHONE"
3. So now either you have to take a lost or try to contact the seller somehow or buy a gpp unlock sim card.
Hard reset the phone…
- Unlock an iCloud locked iPhone 5? So recently i bought an iPhone 5 (2nd hand). The phone is fabric unlocked, but on the other hand iCloud locked. Is there any way i could reset/erase/deinstall this iCloud so i could use my phone PS: I bougth whis phone cheap so maybe it is stolen

And the dude said he can't do anything cause he didn't know and i don't know what to do with it. I read mostly everywhere you can't do anything with a locked phone and it's pretty much useless.
