My photos app in windows 8 is not recognizing photos?

I just built a new PC and upgraded from windows 8.1 32 bit to windows 8.1 64 bit.

Among other problems (itunes not recognizing my iphone, my iphone not recognizing my computer, autodesk rolling back installation on it's 64 bit version, though the last one I solved by installing the 32 bit version) I inexplicably can't get my photos app to recognize any of the photos on my computer.

It did once, then it kept saying it couldn't find where they were located or just didn't say they were there at all.

everything else seems to be installing fine, working fine (adobe CS4 64 bit installed fine), and otherwise I'm loving my new build.

I hope someone can shed some light on what might be going on. (I checked my administrator privileges, and am running as the administrator, my graphics card is working, everything is updated, and the only other thing I can think of that could be causing these sorts of problems is registry errors…)

Copy the photos to a backup disk.
Delete the photos.
Delete the Photos app.
Reboot.
Go to Windows Update and install all updates
Reboot.
Go to Windows Update and install all updates
Go to the Store and re-download the photos app.
Copy the photos back to the \Pictures folder

I tried using a new SIM and my old one but neither are working (both are from T-Mobile). Should I wait awhile longer or do I need to do something else now?
