Is there was a software that could tether internet (a hotspot) from a Mac or PC so that I could connect using my iPhone. I can create a hotspot from my iPhone using MyWi, or set one up though my service provider, is there an application to do the same thing, but from a computer?

I bought a phone assuming it was in recovery loop (which I can fix). But when I received it, it would not power on unless it was charging by mains. Even then it would only momentarily show the apple logo and then it would go off again. It just kept turning on and off repeatedly. I can't disconnect it when the apple logo appears or else it will just turn off again. The screen has some bright patches on it like there's something wrong with the LCD. I was wondering whether changing the battery and the screen could fix this problem.
I don't know how I did it but I managed to put all of the pictures from my computer back onto my phone after importing them off. Now when I go into photos there are thousands of pictures in albums on there that I don't want on my phone since they take up too much storage. How do I put them into my laptop so they don't take up too much space on my phone? Thanks.
Added (1). Also I don't want to delete the pictures I just want them back on my laptop.

Added (1). According to Apple there should be a list of devices on i tunes but there's not. My phones connected to my laptop and i'm signed into my i cloud on both but i can't find a way to sync them
I bought an iPhone 5s from a friend and used it as is. I'm now trying to sell the iPhone and I need to delete the content on the phone because I previously used it for work purposes and have private and confidential passwords etc on it. I have already deleted the files, but want the content completely deleted and unrecoverable. On a side note, I have recently been introduced to the functions of iCloud and was worried that these files may have been saved to the previous owners iCloud account. However, when I went to setting>iCloud, I was asked to sign in and there seemed to be no existing signed in account.
My questions are:
1. Is an Apple ID the same as iCloud accounts?
2. If there was no existing iCloud account signed into the iPhone for the duration of the time that I owned it, does this mean that the content is not floating around somewhere in the previous owners iCloud account?
3. Will restoring the iPhone to factory settings ensure that the content in unretrievable? Presuming that the content is not on an iCloud account.
4. If I restore the iPhone to factory settings while there's no existing iCloud signed in, does this mean I won't need to provide usernames and passwords to the iCloud account while setting up the iPhone? I'm not actually sure if the previous owner had an iCloud account or not, however it is not signed in to one.
5. How do I restore an iPhone to factory settings? I don't have an iTunes account, however I do have a macbook

Added (1). I heard inputting all the information. IP address Subnet Mask Router DNS will fix it. Tried it many times and it will not work. Will input but won't apply. Currently the DNS is 192.168.1.1 and that hasn't gone away. Yet
Added (2). My iPhone 5 will not connect to any internet. I have tried resetting all routers. I have also reset the iPhone network settings. It has not worked. When I go to Wi-Fi it shows a check mark next to the connection but still isn't connected?
Any ideas?

How much will it cost me, my bill for Verizon is due the 11th of this month for 104.98 and it's only a 2 GB data line and that's with my Military Discount and honestly I think it's priced way to high considering the data really isn't that good anymore for the Iphone 4 series. If i were to get a plan with T Mobile i wouldnt need too many talk minutes seeing as I don't call a lot. I'll barely need a lot of data either I just don't see the point of paying 100 dollars for serrvice anymore. So all together with the Early Termination fee what am i looking around
