Problem with IPhone 4S charging?

The battery drained, so I charged it and it showed the red battery sign and eventually turned on. However, it stays at 1% and stops charging. The charging symbol isn't there, the battery symbol doesn't turn green. I unplugged it and plugged it back in and still wasn't charging. Because it's at 1%, it dies.
Could it be the battery? Or something with iOS 7? (I was having problems with iMessage so that's why I thought something was wrong)
Would a restore help?
Once again, it's not the charger or the cord, so don't say "get a new cord."
Take it to your service provider. Or better yet, to Apple. Even if someone here could tell you what the problem is, you'd still have to take it somewhere to get it fixed.
Turn the phone completely off. Wait at least one minute and see if that helps. I believe its called a hard re-set. Hope this helps!
