This really depends on your situation.

If you're a homebody, you're in and around places that have Wi-Fi connections (or you bring your own with a MiFi or other hotspot), you don't want to pay the premium on device price or get stuck in a cell phone contract for financed/subsidized costs, or you don't want the monthly service fee, then you'd probably want to go iPod. Apps are available that allow you to make free calls, text people that don't have iPhones and other Apple devices or computers, and you'll stay connected as long as you have a connection.

If you're constantly out and about and device specs matter to you, you'll want an iPhone. As of right now, Subsidized devices are constantly on sale so now's a good time to get a new device.

Another option, however, the iPad Mini. It's not much larger than phablets many people carry around, and what holds true with the iPod Touch holds true with the iPad in terms of staying connected with the rest of the world. You can also get it with built-in cellular 4G connectivity.

Don't forget that for iPods and iPads, buying an Apple refurb from the Apple Store website can save you quite a bit of change.

No. It's really not worth the hassle. I've done that. I just ended up getting an iPhone. So much easier
