If you're talking about limited carrier data, that means that you can only use x amount of gigabytes per billing cycle. If you go over that, then your carrier will either shut off your data service completely or charge you per gigabyte you go over, or slow you down to very slow speeds.
If you are thinking that you will loose your phone's storage, that's not true. The storage in your phone has nothing to do with the amount of data you can use through your carrier. They're measured in gigabytes, but they're different. The 16Gb of storage is so that you can store apps, pictures, videos, music, etc…
