Odds are it'll be junk. Details would be that the circuitry and battery will be flooded and likely mix, thus the short. If the phone is off, it won't generate the heat that it usually does when it's on which leads to the circuitry and battery mixing and it follows that if the phone is off when it gets flooded you might be able to save it by letting it dry. Though the odds are still slim here.
Short answer… Your iPhone will be dead forever.
