That is a phone that you haven't purchased phone service to use. Not the same as an unlocked phone since a unactivated phone may be locked/can only be used with one phone company.
It means it is either unused or has been "Factory reset" in the setup menus, which erases all the content and puts it back to the "as new" state.
At that point, they need a valid SIM card so they can connect to the mobile phone system and continue through the setup/activation sequence.
If it's tied to a specific service provider it would have to be one of their SIMs.
If it's stolen / locked out of the phone network, it can't connect so can never get to the next stage of the activation sequence; it's a paperweight…

- Will an unactivated iPhone work? I believe I have found a way to get a new never activated 32gb iPhone 4S for free! However, with the expense of iPhones, I couldn't possibly pay service for it. Would it work like an iPod? If so, would GPS work? It could still use Wi-Fi right, it would just say no sim card in the top left corner? I don't know, please answer.

The iphone does in fact have NO service from verizon because i didn't pay any for it but my question is would the phone have service showing there regardless of if i'm able to use it?
