What to do with found iPhone?

I found an iPhone about a week ago and have no idea how to return it. It has a passcode but it hasn't been locked with iCloud. When I view it's notifications, they're I've 100 days ago. Also, the phone is only iPhone 4s and cracked on the shell and screen pretty badly. I don't want to do much in order to return it seeing as the owner probably doesn't care a lot about it however, if there's an easy way I'd love to return it to the rightful owner! (I've tried asking Siri but it's not connected to Internet)

Try taking it to an Apple store, or the police and let them figure it out. Mention that you found it, and not stole it, and want to give it back to it's owner.

Can you see the Contacts on the phone? If so, look for called ME or HOME and call the number -- using another phone.
