They are almost the same if you have iOS 6 on the 4s, however there's some special new features in the iphone 5 such as bigger screen, thinner, better camera etc.since its newer
so iphone 5 is technically better however there are many similarities between them

It depends on how much you want to spend. If you want a cheaper phone, iPhone 4S would be the choice. If you don't care about price iPhone 5 will be better for the long run. They are both basically the same.
