Where is Siri on my iphone 4S?

I went to my general settings then to restrictions and it says she's on. So where is she? I tried holding the home button and voice control is what pops up.

Try going to Settings < General < Siri instead of checking the restrictions. Siri can be turned off outside of the restrictions as well. Hopefully this fixed the issue or else I don't know what else to say without seeing the phone.

Did you try checking Settings > General > Siri > toggle to On?
