The assumption is that the phone was stolen in this circumstance. So you really can't figure out why something like that would be done? It's obvious… To protect it from thieves… Yes. As the others said, it is to protect it from a thief "guessing" with every possible password you might use. There's actually hacking software that does an automatic insertion in sequence of every number and letter combination until it hits the proper one to unlock the security protection. Only allowing a certain number of tries eliminates any use of devices like that. Ask the FBI, as they already did that and then cried to Apple to fix what an inept FBI "expert" had broken!
