Activating used iPhone 4 for AT&T?

I bought a used iPhone 4 on ebay. I tried restoring it and wiping it. It is telling me that I need to sign in to the previous users iTunes account in order to activate it to my account. I tried contacting him multiple times and got no response. I can't use it without his info. Is there any way I can work around this? I can't afford to waste $250 on an iPhone that I can't even use!

You can try that method to reset it, that should wipe user info off and let you start fresh. The method is in the middle of the article:

1.Unplug the sync cable from your device
2.Turn off your device (hold the power button down, slide to power off)
3.Press and hold the Home button and plug in the sync cable
4.Don't let go of the Home button until you see "Connect to iTunes". When you see it, let go.
5. Then iTunes will Restore the device (to factory).

When the people said my unlock was ready, they told me to update it to 6.0.1. When I tried setting it up and activate it, it won't work.
