Any places that still sell iphone 4s with more than 8g?
Apparently they don't make them any more with more than 8g, I've checked stores, but anywhere in Victoria you know of?
Probably because it's no longer produced by Apple. Your best bet is to look for it on eBay or similar web like that. I've also only seen iPhone 4 8GB in my usual online store too.

Suggestion, you could get the 8gb and use cloud storage.
I personally would never get an iphone or any phone for that matter, that doesn't have removable storage. There are now 128gb micro sd cards that can be had for just over $100.
- Will the iPhone 5 be significantly more expensive than the iPhone 4S? Basically, will the pricing for a new iPhone 5 be the same compared to the current iPhone 4S?
