Which phone is the best is subjective and different from person to person.
Regardless, iPhones are really expensive with Microsoft phones being much cheaper. The NYPD probably doesn't have the budget to get iPhones for all of their employees.
That is completely subjective, personally I prefer HTC. Microsoft products usually have less DRM than apple, so maybe it was more useful for them. They may have needed software that they couldn't get on iOS.
