Bought a new iPhone charger and this happens?

Cheap, excuse me, supremely cheap charger, it's not an original Apple cable, I lost my OG charger and sometimes this generic usb causes my touch screen to hop around, return that and get another one
- When you get a new iPhone what happens to the stuff you bought? Do the songs and apps carry over on your account, or do you sync it with your computer? I just want to be sure that the things I paid for will carry over before I get a new one.
- What happens if you buy a iPhone of eBay and it happens to be stolen? I typed in a serial number of an iPhone into apple checker and it said the phone has not been activated? The phone is still sealed in its box is the phone ok to buy?

I just bought it yesterday yesterday night I charged it on my iPhone it was fine then today I put the portable charger to charge for like 4 hours and I plugged my iPhone back in with the charger and it charges for about 3 seconds then it discharged I tryied changing the usb cables but it does he same i don't know what to do yesterday it was working fine?
