I live in ireland and want to get an iphone 5C, they are much cheaper on the American apple website could I buy an unlocked one from there and use it in ireland?

I'm going on a month long trip to Japan and would like to bring along my iPhone 4 to take pictures with, listen to music, etc. I'm NOT TRYING TO USE IT AS A PHONE TO TALK OR TEXT OR USE DATA. I don't have international services. So I figure I can take out the SIM card and it will be an iPod touch with no services, right? My problem is that I don't want to come home to a big fat surprise bill.
