Can a iPhone 7 plus be replaced by Apple if it is still under warranty?
I know if a iPhone 7 plus is severely damaged you can go to the Apple Store and they can give you a brand new one without charge because of the warranty but what about If it's not severely damaged only minor scratches on the screen and it's still under warranty for repairs can you still get a new iPhone 7 plus or no?
It depends on what the warranty covers.
If you have a broken phone that is unable to be repaired, there's a good chance that you will get a replacement.
If just the screen it scratched or broken, but the images are still there undisturbed, then you are out of luck because the warranty for apple phones does not cover water damage or broken glass for the screen.
That is something that only the Apple people can decide. Ask them the question. If they say yes, you get a new phone.
The warranty only covers manufacturing defects. If you break your phone, and you don't have Apple care then that's your problem and not Apple's - in that situation they will not replace or repair your phone!

--Not necessarily. A standard warranty covers defects/damage that is not your fault. You'd have to have AppleCare to get a phone that is damaged through your fault.
Doubt they would replace a phone for minor issues.
